Administrative Services is responsible for accounting, debt administration, benefits administration, worker compensation, risk management, recruiting, information technology, pension administration and purchasing functions for the City. Administrative Services directly serves the City Council, Commissions, City Manager, Departments, employees and citizens of Live Oak.

The City uses the Incode software system for the following functions: 

Call Center, Accounts Payable, Accounts Receivable, Business License, Building Projects, Check Reconciliation, Cash Collections, General Ledger, Payroll, Time Entry, Utility Billing and Administration.

  1. A general description of categories or types of data.
  • Call Center feature is used to log/track water and sewer related complaints.
  • Account Payables feature is used to pay vendors.
  • Accounts receivable feature is used to track invoices owed to the City from vendors.
  • Business License feature is used to process/issue business licenses to anyone conducting business within the City limits.
  • Building Projects feature is used to issue building permits.
  • Check Reconciliation and General Ledger are functions used by the Finance and Accounting Department for budgetary purposes.
  • Cash Collections is a function used to process payments received at the counter for all departments. 
  • Payroll feature is used to process employee paychecks. 
  • Time Entry feature is used for employee’s to login their hours worked.
  • Utility Billing feature is used to generate monthly water/ sewer bills, penalties and set up customer utility accounts.
  • Administration feature has the security, set up and updated features to the software.
