NOTICE INVITING BIDS:  Sealed proposals will be received at City Hall, City of Live Oak, 9955 Live Oak Blvd., Live Oak, California, 95953 until 2:00 p.m., Thursday, January 11, 2018. At that time, all bids will be publicly opened, examined and declared for construction of:

CITY OF LIVE OAK

LIVE OAK SOCCER PARK IMPROVEMENTS

GENERAL WORK DESCRIPTION: The work, in general, to be done under this contract consists of; a steel shade structure, a steel maintenance building, an asphalt entry drive, an aggregate base storage area, a chain link fence and a sliding chain link gate; all within the confines of the Live Oak Soccer Park, Live Oak, California.

There will be a voluntary pre bid meeting and job walk through Tuesday, December 19, 2017 at 10:00am at City Hall, 9955 Live Oak Blvd, Live Oak, CA  95953.

Work shall be completed within 90 calendar days after execution of the Contract by the Owner.

The contractor is to carefully examine the site of the proposed work, and is to make his or her own determination of the scope of the work to be performed, including but not limited to the soil conditions and/or groundwater conditions to be encountered in performing the work, and he or she is to carefully examine these Contract Documents.

 

The City of Live Oak hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Minority/Women’s business enterprises will be afforded full opportunity to submit bids in response to this invitation.

The contractor shall possess either a Class A or B license or the appropriate combination of Class C licenses at the time this contract is awarded.

This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.

BID SUBMITTAL REQUIREMENTS:  No proposal will be accepted unless it is made on a Proposal form furnished by the City of Live Oak.  To ensure consideration, the Proposal must be enclosed in a sealed envelope, clearly marked PROPOSAL which also bears the name of the project and the date and time set for opening of Proposals.  Each Proposal must be accompanied by cash, certified or cashier's check, or bidder's bond made payable to the City of Live Oak for an amount equal to five percent (5%) of the amount bid, such guaranty to be forfeited should the bidder to whom the Contract is awarded fail to execute the Contract.

PREVAILING WAGES:  Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at City of Live Oak address and available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov/DLSR/PWD. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.

APPRENTICESHIP STANDARDS:  In accordance with the provisions of Part 7, Chapter 1, Article 2, Section 1777.5 of the Labor Code of the State of California, the prime contractor shall be responsible for fully complying with the provisions of this Section, as well as any regulations adopted by the Director of Industrial Relations, for all apprenticeable crafts or trades, and shall also assure compliance by his or her sub-contractors with respect to such apprenticeable crafts or trades.

 

INSURANCE AND BONDS REQUIRED:  The successful bidder to whom the Contract is awarded will be required to furnish appropriate insurance certificates as required by Section D.1 of the General Conditions and as required in the Special Conditions.  He or she shall also furnish a Payment Bond in an amount equal to the total Contract amount and a Faithful Performance Bond in an amount equal to the total Contract amount, with a corporate surety approved by the City of Live Oak.

                                                                             

PAYMENT OF RETENTION AND SUBSTITUTION OF SECURITIES:  Five percent will be withheld from each progress payment made to the Contractor for work performed and will be held until completion of the work, its acceptance and the expiration of the period provided by law for filing of liens by laborers or materialmen.  In accordance with the provisions of Public Contract Code Section 23300, securities may be substituted for any monies which the City may withhold pursuant to the terms of the Contract to insure performance.

BID AWARD:  The Contract, if awarded, will be awarded within 90 days after the opening of Proposals, to the lowest responsible bidder as determined by the City of Live Oak.  The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, or to waive minor irregularities in any bid, and to accept any bid.

NOTICE TO CONTRACTORS
 
NOTICE INVITING BIDS: Sealed bids will be received at
City Hall, City of Live Oak, 9955 Live Oak Blvd., Live Oak,
California, 95953 until 11:30 a.m., Tuesday, December
12, 2017. At that time, all bids will be publicly opened, examined
and declared for construction of:

SOCCER PARK PAVING PROJECT
GENERAL WORK DESCRIPTION: The work to be done
under this Contract consists of grading existing aggregate
base and placing new aggregate base, as necessary, to
grade, placing Hot Mix Asphalt, pavement markings, and
all necessary appurtenances, complete.
The Engineer’s Estimate for this project is approximately $
175,000
Work shall be completed within 20 working days after receipt
of Notice to Proceed.
The contractor is to carefully examine the site of the
proposed work, and is to make his or her own determination
of the scope of the work to be performed,
including but not limited to the soil conditions and/or
groundwater conditions to be encountered in performing
the work, and he or she is to carefully examine
these Contract Documents.

City of Live Oak. To ensure consideration, the bid must
be enclosed in a sealed envelope, clearly marked Bid
which also bears the name of the project and the date

bond made payable to the City of Live Oak for an amount
equal to ten percent (10%) of the amount bid, such guaranty
to be forfeited should the bidder to whom the Contract
is awarded fail to execute the Contract.
No Bid will be accepted from a contractor who is not currently
licensed in accordance with the provisions of
Chapter 9, Division III of the Business and Professions
Code. Subcontractors shall also be licensed as required by
said code.
The contractor shall possess either a Class A license or a
combination of Class C licenses which constitutes a majority
of the work at the time this contract is awarded.
No contractor or subcontractor may be listed on a bid proposal
for a public works project (submitted on or after
March 1, 2015) unless registered with the Department of
Industrial Relations pursuant to Labor Code section 1725.5
[with limited exceptions from this requirement for bid purposes
only under Labor Code Section 1771.1(a)].
No contractor or subcontractor may be awarded a contract
for public work on a public works project (awarded on or
after April 1, 2015) unless registered with the Department
of Industrial Relations pursuant to Labor Code Section
1725.5.
This project is subject to compliance monitoring and enforcement
by the Department of Industrial Relations.
PREVAILING WAGES: Pursuant to Section 1770, and following,
of the California Labor Code, the successful bidder
shall pay not less than the prevailing rate of per diem
wages as determined by the Director of the California Department
of Industrial Relations. Copies of such prevailing
rate of per diem wages are on file at the office of the City
Clerk, which copies will be made available to any interested
party on request, and are available at the California
Department of Industrial Relations’ Internet web site at http://
www.dir.ca.gov/DLSR/PWD. Future effective general
prevailing wage rates, which have been predetermined and
are on file with the California Department of Industrial Relations
are referenced but not printed in the general prevailing
wage rates. The successful bidder shall post a copy of
the applicable wage rates on the job site during the construction
period.
